Interesting strategy

This portfolio of ETF's hasn't fared very well the last 5 years but who knows how things will shake out in the future.

Probably won't fare too well for the next 5 years either.

I've seen hundreds of model portfolios and I learned over time
that complexity adds no value. This one is too complex and
assumes a lot not proven.

I'd take the Vanguard Total Stock Market Index fund ETF that
he listed..
He's 42 so he might want to add some international, I had
some for years and did worse than the US market. If he wants
international he should take Vanguard Total International Stock ETF (VXUS)

Right now I'd pass on putting any money in stocks, never try to
force something, a better opportunity should be along later.
